"Fugitive" is a 2016 novel, the third book by Vadim Golovanov (aka Vincent Killpastor). The book is published in Russian as “The School Of Rats” by Eksmo Press - major Russian publishing house in Moscow, 2015. The book is illegal and strictly prohibited in Uzbekistan – author’s home country and the fact is considred as Mission Accomplished Award by the author himself.

About the author

Vadim Golovanoff (aka Vincent Killpastor) is a published author of School of Rats. His first novel was published in 2015 nad while being a popular read in Russia is completely banned  in Uzbekistan for exposing true and gruesome details of political prisoners, torture and inhumane prison system.  The story is based on true events and describes authors journey through Uzbek prisons, American Air Force Base and  the last war in Afghanistan.

With the end of the Soviet involvement in the region and the end of the Cold War, in the 1990s the expression The New Great Game was used to describe renewed geopolitical interest in the Central Asia based on the mineral wealth of the region which was becoming available to foreign interests after the break up of the Soviet Union.Western experts believe that the largely untapped oil and natural gas riches  could make that region the Persian Gulf of the next century. 

Between 2001 and 2005 the United States Army, Air Force and Marine Corps used the base, also known as Camp K2 and "Stronghold Freedom", for support missions against Al-Qaeda in neighbouring Afghanistan. On July 29, 2005, amid strained relations caused by the May 2005 unrest in Uzbekistan, the United States was told to vacate the base within six months. It was vacated by the United States in November 2005. There is no books about air base published yet.

Synopsis

The collapse of the Soviet Union changes Homeland into a different country - Uzbekistan (https://www.cia.gov/library/publications/the-world-factbook/geos/uz.html) - a vast land along the border with Afghanistan.

AlEX, a 19 year old student of English Teachers Training College is all of a sudden a person in great demand - not too many people speak English in this part of the world when a motley stream of  multi-national companies s rush in to establish offices, embassies and representations.  

While his Dad loses everything and his family goes through painful divorce, Alex is a picture of quick success. Perhaps, too quick because the young and ambitious guy with no much life experience is forced to make quick decisions of great importance. Thus he becomes an agent of former
KGB (https://en.wikipedia.org/wiki/KGB) - an infamous secret spy agency now called SNB (https://en.wikipedia.org/wiki/National_Security_Service_(Uzbekistan)).He makes other wrong choices and ends up in Uzbek prison. 
By the time he is out of prison the 911 strikes in New York City and Uzbekistan is now host for US Air Force Base participating in
Operation Enduring Freedom (https://en.wikipedia.org/wiki/War_in_Afghanistan_(2001–14)) in Neighboring Afghanistan.

Alex falls in love with Anna- beautiful expensive escort girl. SNB finds him and assists  to infiltrate the American military base. Escort girls come in really handy for accomplishing sketchy SNB assignments. Soon he finds himself stuck in a spooky game of Uzbek, Russian and American spy agencies.

Jake is a secretary of American Embassy in Uzbekistan (http://uzbekistan.usembassy.gov). He enjoys playboy lifestyle and is a regular in Anna's call girls escort agency. Friendship with Alex helps him to discover the dark secrets of hospitable and hearty Uzbekistan - entire underworld of fierce political prisoner abuse,  reveals an ugly  face of ruthless Uzbek regime.The state of human rights in Uzbekistan (https://www.hrw.org/world-report/2015/country-chapters/uzbekistan) is abysmal   for the arbitrary arrests, religious persecution, and torture employed by the authorutarian government.

Jake confronts the prosecutors and even the Uzbek president himself. American Embassy secretary is a powerful figure  on the Banana Republic political scene but global  issues, the importance of maintaining air base in the Total War On Terror, turns  Washington blind eye on human rights abuse inside the country  and it  grows into one of the bloodiest and ugliest political regimes in the world.

Jake loses his job and Alex nearly loses his life. His best friend is killed and father is driven to a deadly stroke. But not in vain - finally the real face of dictator is exposed to the entire world at the cost of airbase shut down.

Outline

The Fugitive consists of  three parts.

1. Alex gets involved with SNB and ends up in jail
2. The inside of Uzbek jail system and human rights abuse
3. The story of K2 airbase through the eyes of Alex and Jake

About 25 chapters total. approx 250K words. Book is already written and published in Russia under title of The School Of Rats.

The Fugitive is a  larger translated version of the novel adjusted for English speaking and  reading community.

Audience

A spy novel with the Central Asian flavour 

There are no books published on K2 Airforce Base so the book will be of great interest to military history lovers. Interesting facts about Operation Enduring Freedom in Afghanistan are compaired to former Soviet Afghan campaign back in 1980s. The exciting collection of little known facts will make the novel  a thrilling ride and intresting study.

Descriptions of prison system and human rights abuse will definitely interest the Central Asia political system scholars and human rights activists.

The style of the novel itself resembles those of John LeCarre and Ian Flemming and will definitely attract huge cloak and dagger lovers group.
